Walthamstow Dog Track Newsflash: Joint Statement from Neil Gerrard MP and Stella Creasy

We are deeply angered to see London and Quadrant's notice of an
application for planning permission hidden in small print on this
week's Waltham Forest Guardian on page 25. Despite having repeatedly
attempted to talk to them and to see if it would be possible for a deal
to be done with those seeking to buy the dog track back, they have not
even had the courtesy to let us know of their decision to press ahead
with an application directly. This notice gives little detail at
present of any substantial community amenity or any consideration of
the effects of this development on local transport and schools. We have
therefore asked to meet them as a matter of urgency. We intend to
press them to take seriously the offer being made for the site for the
benefit of the local community and our local economy. We know
Walthamstow needs its dog track back to help kickstart our night time
economy and we are pledged as local representatives to lead the fight
for this to happen.

Why The Tories Aren't Really Co-operative: Fabian Review Article

Originally printed in the current edition of the Fabian Review:

Today's Tories wear their progressive credentials on
their sleeve. Gone are the days in which Thatcher said there was no
such thing as society. Now David Cameron emotes about child poverty,
Nick Hurd professes love for the voluntary sector and Eric Pickles
wants to be a co-operator.

Those of us on the left should resist the temptation
to dismiss these statements as merely soothing noises directed at
voters concerned they are the nasty party. Instead we must show how the
issue may be progressive, but their intent is not. In setting out
what progressive administration offers Britain's future, we need to
show how and why only Labour has the politics and the policies to make
this a reality.

Progressive political movements seek to advance
social justice; recognising that whilst talent is evenly distributed
across society, the opportunity to get the most out of it is not. The
outcomes progressives chase are those that rectify these inequalities.
We are passionate about the benefits to all of investment in everyone
achieving their potential. We put people and possibility first, not
profits and privilege.

These principles also drive our practical agenda,
giving purpose and priority to the nitty gritty of service delivery in
office. We should acknowledge Tory talk of progressiveness as a
reflection of our success in Government. Whether belatedly accepting
the minimum wage or championing international development, their
damascene conversion speaks to how Labour has changed the terms of
debate on the priorities for contemporary British politics.

Yet today's Tories still try to apply yesterday's
solutions. As they try to reconcile interest in social mobility or
community cohesion with reification of the free market they revert to
type. This manifests itself in a mantra that whatever the issue, the
"state" gets in the way of progress through clumsy and expensive
bureaucracy.

For today's Tories, to be progressive is to "roll
back the state" so the voluntary sector and the market can take charge,
supposedly able to respond to needs in a way that state based services
cannot. Promoting civil society may appear progressive, but as a
replacement for the state it is spectacularly socially retrogressive.

We know this not least from the history of
progressive movements and reforming Conservative Governments. Whether
the Butler education reforms or Disraeli's public sanitation,
yesterday's Tories understood public provision was an effective
mechanism for social progress. Co-operatives were born out of absence,
not as an alternative. The original pioneers didn't work together to
act against the state, but because there was so little to protect
communities from the cataclysmic impact of nineteenth century
industrialisation.

In modern Britain where the society and state are
interwoven, the consequences of such an approach would be to cripple
progressive action by both entities. Not only does today's voluntary
sector receive much of its funding from public sources. It's very
nature is a response and development from the actions of Government
itself. To shrink one would fundamentally alter the condition of the
other and vice versa. Today's state isn't separate to community,
citizens or the market but a framework within which each combines. Venn
diagrams trying to separate these are simply that- diagrams.

Remove the support collective provision and
regulation offers and little guarantees community groups or market
forces could respond effectively, let alone do so in a way that
advances rather than damages social progress. Depending on civil
society to become a surrogate for the state is as callous as leaving
communities at the mercy of the market- or their failures. There is
nothing progressive about leaving the pursuit of social justice to
chance.

In contrast, we understand the benefits to be gained
from working with the voluntary sector and the market within a
progressive state. In partnership with a thriving public sector it is a
mix that can create a society where opportunity is easier to realise
for all. Those who gain from going to co-operative run schools also
prosper from living in a country that invests in early years education
and youth services.

Instead of waiting for the market to act, our
progressive principles challenge us to be pro-active across public,
private and social spheres for the common good. And as we look to the
future, we apply this to addressing the inequalities created by the
challenges of globalisation. Whether planning for economic stability,
addressing climate change or stubborn social immobility we know we can
achieve more together than we do alone.

In the face of Tory attempts to espouse progressive
interests, we must stand firm as to the importance of pursuing
progressive outcomes. That George Osborne can claim to be progressive
because he cares about poverty highlights how we far we have to go to
win the debate about what "a concern for inequality" means in practice.
It is not enough to tell Tories saying something is progressive doesn't
make it so. Labour must do more to show how and why we are the real
progressive choice for Britain in tooth and claw.

Controlled Parking Proposals: Lloyd Park And Environs Consultation

For some time now there has been controversy surrounding
parking and Lloyd Park. The Council has now agreed to run another
consultation about controlled parking. They have also decided to
include surrounding roads. This consultation will cover:

A new Residents
Parking Scheme in the area to the north of the existing Lloyd Park (LP)
and Winns Avenue (WA) zones up to Billet Road.

Additional
consultation in the existing LP zone on the possibility of reducing the
operational days and times, as many residents of the zone have
requested since it was introduced.

Additional
consultation in Winns Avenue on whether this road should remain in the
LP and WA zones or be removed from the Residents Parking Scheme.

Residents in
those areas should by now have received consultation documents asking
if they want a parking zone and what hours/days they would prefer. The
forms have to be returned by the 19th for the new zone and,
confusingly, by the 24th for people in the existing LP and WA zones.

This is the first
a large number of residents will have heard about these ideas or the
problems caused by the CPZ in other areas of Lloyd Park. If you want to
find out more, there are a few places you can go to for more
information.

To see if where you live is included in this scheme, or to see the documents, go to http://www.walthamforest.gov.uk/index/transport/road-safety-home/traffic-schemes.htm.

To raise any issues, or to ask for a pack if you haven't received one yet, email Tom Wright.

You can also email Cllr Bob Belam, the Cabinet Member within the Council who has responsibility for parking schemes.

Finally, if you want to know what other residents think, take a look at this blog.
It was set up by a group of people who were concerned about the
problems Controlled Parking Zones have caused in the area. This group
has also asked me to let readers of this e-newsletter know that you can
copy them in on any correspondence with the Council on wmorrisparking@btinternet.com.

The process that
determined the initial CPZ zone was based on a consultation in which
only 17% of eligible residents responded. Therefore, I'm encouraging as
many people as possible affected by these plans to take part in this
process to make sure any decisions the Council makes fully reflect
local opinion. If you know people who live in the areas listed above, please do alert them to this information and make them aware of the deadline for responses.

Fighting for the Future of the EMD Update 12: The UCKG and fundraising

over the Christmas period I encountered representatives from the United Church of the Kingdom of God (UCKG), the present owners of the EMD, collecting money for their church in several locations in London from Christmas shoppers. I wrote to their public relations company to express my concern that the collectors at these locations were asking for money for a "good cause" but did not elaborate on what this might be so it was unclear to the public how the money they gave would be spent. I also asked them to explain where and when they would be publishing the results of their fundraising drive as they are required to do by law. I've now received the following response which I'm reproducing below for information which may be of interest to many people in Walthamstow given their ownership of the EMD cinema building.

Like
many local residents I'm increasingly frustrated at the continual roadworks we
have in the Waltham Forest area so I've been trying to find out what action is
being taken by Environmental Services to co-ordinate these activities.
Furthermore, many of you may have seen the problems caused last week in Walthamstow when a
water main burst in Tottenham causing the closure of Forest Road. I've now
received the following in-depth response back from Environmental Services that I wanted
to share in full:

"Thank
you for your email, the problems experienced on Sunday and Monday of this week
was, as you say, as the result of a burst water main resulting in the closure
of Forest Road. The burst itself was outside the borough in Broad Lane,
Haringay, and was notified to our call centre, Waltham Forest Direct, on Sunday
evening. Once we had received this notification our highways standby officer
was called out to assess the situation. He escalated the call to the LBWF
Traffic Manager who liaised with the Transport for London Traffic Control
Centre (LTCC) and the Police during Sunday evening until the reopening of Broad
Lane late on Monday afternoon. The traffic management of the incident was
controlled by the Police with the full co-operation with the borough.
Information of the likely impacts and duration of the emergency was
disseminated on TfL traffic control website, to the general media, and through
our own call centre. Calls were made on Sunday night to the Thames Water
project manager for the works sites in Blackhorse Road and Blackhorse Lane to
see if the existing traffic signals could be removed or the impact minimized.
Unfortunately this was not possible and the signals remained in operation during
the incident. While the repairs to the water main and the damage carriageway
are continuing the re-opening of Broad Lane on Monday evening has relieved the
severity of the impact on borough roads.

With regards to your query concerning the general works in the High Street
area, I think it is probably worth detailing the types of works that we
currently have. The bulk of major works are being undertaken by the gas and
water utility companies who have differing operating policies.

The gas have been directed by the HSE to replace all metallic mains within 30
metres of a property within a 30 year period. These works are prioritised on a
worst first basis, with the prioritisation varying as more bursts occur on a
length of main. With this process if there are more than one main in a street
it maybe that only one main meets the criteria in this financial year resulting
in the need to revisit site again. We have pushed strongly for this policy to
be flexible and have achieved success however we are unable to dictate the long
term programme of utility companies and repeat visits cannot be eliminated.

The bulk of the water main replacement works are being undertaken under the
project name of Victorian Mains Renewal. Under this project a discrete zone is
identified for renewal and all pipes within that zone are replaced. With this
approach the presence of the utility company within an area can appear
extensive but the up side being that as all pipes have been replaced future
problems should be minimal.

In the High Street area we currently have both of the above work types in
progress.

Not only in the High Street area but for works throughout the borough we hold a
number of regular co-ordination meetings. These range from quarterly meetings
attended by all the utility companies operating in the borough and other
interested parties such a the Buses, Police and Railtrack where each party
shares their plans for works and opportunities for joint working explored. We
also hold monthly meetings with individual companies or combined meetings where
companies are working in close proximity to each other.

All works applications are recorded on our computerised Streetworks management
system, an extract of which we make available to the public on our website
displaying current and future works. Access to the full register is be
available via our Highways office.

Road closures are managed by our Traffic Team in conjunction with the Works
Co-ordination team. All closures apart from emergency closures are published in
Waltham Forest News prior to implementation giving details of roads effected,
diversion routes and timings. Buses, Police and other emergency services are
notified of closures and any recommendations made would be incorporated.

On certain roads and footways we have introduced specific working measures and
restrictions. For example on the High Street we have a complete works embargo
for the month of December and all routine works that can be completed within
two days are scheduled for Sunday or Mondays, being the non or quite days for
the market. Market management are also notified and involved on all significant
works in this area.

It may also be of interest to know that the Government is proposing to give
local authorities the powers to increase the charges to make to utility
companies for road works to ensure that they finish on time to try to cut the
disruption planned roadworks cause. If you have views on these issues and how
the council should use these powers in the future that you want to pass onto
the local authority Environmental Services department please do get in touch.

Islam4uk and Lea Bridge Road Mosque: A Statement

I'm concerned to read internet reports mistakenly suggesting that there is a connection between one of our local mosques on Lea Bridge Road here in Walthamstow and Islam4UK. A spokesperson for the Mosque Tariq Mahmood has issued the following statement which I'm reprinting below for public information:

"We want to do everything possible to bring communities together here in Waltham Forest and the UK. We oppose those who want to divide us. I want to confirm that Lea Bridge Road Mosque committee does not have links with Mr Choudrey or Islam4UK, we don't speak for him or Islam4UK and his views are not shared by us".

Save our Stow: Open Letter In Support of Negotiations to Restore E17's Dog Track

TO WHOM IT MAY CONCERN

I write in support of the view that the restoration of Walthamstow Dog Track as a viable commercial enterprise is both possible and desirable, and would be in the best interests of the people of Walthamstow.

For many visitors and tourists the Dog Track defines E17, and the story of its development is for many the story of the changing East End of London. It has entertained not only local residents but brought people and investment to the area. It was also one of our major local employers with many jobs that were part time or flexible, so suitable for those with family commitments. Its closure in 2007 meant Walthamstow lost an iconic piece of local heritage and nearly 500 people lost their livelihoods.

Regeneration should not only be about the physical investment such as transport links or high quality housing but also the provision of "places to go, and things to do". Walthamstow struggles to offer many activities to fit this description meaning local residents often leave the area for leisure pursuits. This also means there is a lack of inward investment from visitors. Despite the challenging economic conditions of the last eighteen months, there has been persistent interest from commercial organisations in restoring the Dog Track. This highlights how there is not only a social but an economic case for action and that any such development would be highly likely to prosper. Indeed, the site is well suited to such activities, being close to main roads and transport hubs yet contained away from nearby residential properties.

I recognise that Waltham Forest is in desperate need of affordable housing and I want to participate in finding viable solutions to this challenge for our community. I also know it is difficult to identify other sites locally that could provide the opportunity for large-scale leisure facilities. I am hopeful that an acceptable deal for the site could be reached which could in turn finance alternative local housing provision.

As a local community activist I fear Walthamstow becoming a "dormitory town". It is why I have campaigned for many years to retain and expand the provision of venues that can offer jobs as well as entertainment for local residents. I hope that both the prospective buyers and the current owners of the site, London and Quadrant, will commit themselves to negotiations to see if a sale could be achieved for the benefit of our local people and ultimately our local economy and community.

Helping the Vulnerable in our Community: Supporting Walthamstow's Day and Night Shelters

Many readers have contacted me about how to help action to assist those who are currently sleeping rough in Walthamstow. The causes of homelessness locally are complex and many. That's why I want to pay tribute to the work being done by many of our faith communities to help these local residents as well as those in danger of losing their homes. I'm working with them to help support these services and in particular the provision of local day and nightshelter services. The groups running these facilities would really appreciate help with two things. Could you spare some time to volunteer at these facilities? Alternatively, the shelters at local churches also need food and would welcome donations of bread, margarine, tea, coffee, milk, sugar etc for a light breakfast and dried foods rice/pasta, tinned tuna etc so they can provide an evening meal. If you could help us with either or both of these requests for assistance let me know.

The Road To Copenhagen Update: Waltham Forest Council Responds

I promised to pass on the responses I received from the local council to the points residents raised at our recent community meeting with Ed Miliband MP. I've now received this first response, from Cllr Marie Pye:

"Many thanks for the detailed information. Certainly all of the feedback that I have heard about the meeting has been incredibly positive so thank you for organising this. In terms of the areas directly related to my portfolio I can assure you that we are in the process of looking at the various options for recycling in blocks of flats. This is an important priority for both myself and officers."

"Additionally we are working closely with private landlords to improve the quality of their dwellings and to increase the number of private sector properties which reached the decency standards. Reaching decency undoubtedly has a positive impact on the fuel efficiency of a property. As you know the government provided us with access to £92 million to undertake this work for council housing.

The other issue which does not directly arise relates to the linkages between climate change and community cohesion. As you know Waltham Forest Council was fortunate enough to get the RSA to host an expert seminar led by us on this subject last week. This was addressed by Jonathan Porritt, Helen Ghosh and Maria Adobawole. The linkages between these two issues are immense and we will continue to initiate and lead both discussion and action in this area."

If you have any comments or further questions about this please do get in touch with Cllr Pye.

As the diplomats get stuck into negotiating at Copenhagen, you may also like to sign up to Ed Miliband's pledge to show the need for an ambitious deal in cutting carbon emissions across the world. You can also ask your friends to support the pledge.

Finally, thank you also to everyone from Walthamstow who took part in the Stop Climate Change Chaos Wave demonstration last weekend. Despite the rain over 40,000 people took part. That shows how important it is to the UK that we tackle climate change.

As part of this project, I am looking for volunteers to help in spreading information locally about how we can all cut our carbon footprint. If you would like to be part of this process please do get in touch.

On The Road to Copenhagen: Ed Miliband Comes to Walthamstow Thursday 26 November 2009

If you're a regular reader, you'll know how concerned I am that the UK Government negotiates a deal at the Copenhagen climate change summit
in December. The reality of the damage climate change is doing to our
world is already becoming apparent. If we don't act now to cut our
carbon emissions, countries such as Bangladesh will disappear. A third
of animal and plant species will become extinct. Life here in Britain
will change forever too. Whether we're facing extreme weather, food
shortages or flooding, no area of our lives will be immune from the
impact of climate change if it is left unchecked. If we adapt our
lifestyles to meet this challenge, we can create a cleaner and greener
future for our children.

These issues
affect every person on this planet. That's why I think it's vital we
come together as a local community and decide how we want our
government and our local council to act to stop climate change, and
talk about what we can do ourselves. With the help of other local
residents, I've organised a special public meeting to help us start
this discussion. It's taking place between 7.30pm and 9.30pm on
Thursday 26th November at Willowfield School on Clifton Avenue. It's open to all local residents.

I'm delighted to
say that joining us at the meeting will be Ed Miliband MP, the
Secretary of State for Energy and Climate Change. Ed has been leading
the Government's work on building a low carbon future for Britain.
He'll be leading the UK's push for a deal at Copenhagen, along with the
Prime Minister. Because of their work through the Climate Change Act,
Britain is the first country in the world to introduce legally binding
carbon budgets. These commit us to carbon savings of 34% by 2020 and at
least 80% by 2050.

If you have
questions or concerns about what the Government is doing to tackle
climate change then this event is your chance to put them directly to
Ed.

But this event
isn't just about Ed. It's about us, as residents of Walthamstow. So
also joining us at the meeting will be representatives from a number of
organisations including development charities Oxfam and Action Aid, and
our local Waltham Forest Transition Towns movement.

The event will
be a deliberative forum. That means it's a chance for us all to talk
together and share ideas, tips and plans for building a more
environmentally sustainable future for Walthamstow. It also means you
can turn up and contribute at any point during the two hours, and you
can stay for as much or as little of the meeting as you like!

There will also
be stalls and information about climate change and there'll be plenty
of refreshments. I'm extremely grateful to the students and staff of
Willowfield for hosting this community meeting. If you would like to attend, please email me or join this group on Facebook so that we can let the school know how many people to expect.

I hope you will
join us. And I hope that together we can all play our part in tackling
climate change and building a more sustainable future for Walthamstow
and ultimately the world. Why not start by checking your own carbon footprint and what you can do to lower it? Or you can sign up to the 10:10 campaign and pledge to cut your own carbon footprint by 10% by next year.

Lest We Forget: Tackling the BNP through Hope Not Hate

I'm organising a street stall on Saturday 7th November to tackle the threat the BNP pose to our society.

I
recognise that there are many differing and complex reasons why people
consider supporting the BNP. I feel it is beholden on all of us who are
involved in mainstream politics to accept responsibility for addressing
this and play our part in tackling them. I'm proud to live in a part of
Britain that benefits from being so diverse. I don't want to see these
people claim to speak for my country.

On the 7th, we'll be
holding a leafleting session to gather support for action being taken
by Hope not Hate. Organisations like Hope not Hate, and Unite Against
Facism, are taking on the BNP and the politics of hate and fear that
they stand for. They're bringing people together from a wide variety of
backgrounds to say that this vile party has no place in modern Britain.
If you feel the same, please come to this stall on Saturday between
11am and 2pm to take some leaflets to deliver to your neighbours.
Together we can spread the message about what we can all do to help the
fight against the BNP, both here in London and across England. Please email if you would also be able to help with staffing
this stall during the day itself.

Olympics Memory Marathon Arts Project: Could You Be a Runner?

'Memory Marathon'
is a project by the artist Simon Pope. On Saturday November 7th 2009,
Simon will be filmed walking a 26-mile route around the five Olympic
host boroughs. Over 100 people will accompany him along short sections
of the route, sharing their standout personal memories of the Olympics.
This project is looking for 30 - 40 Waltham Forest residents of all
backgrounds to take part to represent our borough. You'd need to attend
workshops to prepare for the event, to meet the artist and explore your
memories.

On the day
itself, you'd only need to be there for an hour and would only be
walking a 400-metre stretch of the route (approx 5 - 7mins). Organisers
are asking participants to keep the whole day free though until they've
properly mapped the route and put the memories into order. If you're
interested, please send an email marked 'Pass Me The Baton!' with your
name and phone number to Mel and Anna, the participation co-ordinators
at passthebaton@me.com. Alternatively, you can text your name and the message 'Pass Me the Baton!' to 07957 433 234.
